Twenty-four companies have submitted investment proposals worth ₹5,500 crore for a planned Telecom Manufacturing Zone (TMZ) in Gwalior, Madhya Pradesh, which Union Communications Minister Jyotiraditya Scindia described as a complete industrial ecosystem rather than a single facility.
Scindia inspected the proposed site at Shrimant Madhavrao Scindia Counter Magnet City Development Authority (SADA) on Sunday, accompanied by the Secretary of the Department of Telecommunications and senior government officials.
The TMZ is being designed to cover six key verticals of telecom manufacturing. The units are expected to produce telecom equipment and a range of components. Approximately 170 acres spread across SADA and an IT Park have been identified for the zone's first phase.
Investor interest has exceeded the land currently set aside. Scindia said additional land will be identified and allocation scaled up accordingly.
The project has been in development since July 2026, when the Department of Telecommunications and the Government of Madhya Pradesh signed a memorandum of understanding to establish the TMZ. Investor roadshows held in Delhi and Mumbai in August secured commitments of approximately ₹3,500 crore and ₹2,000 crore respectively.
The Ministry of Communications said the TMZ is expected to create over 18,000 direct jobs. Gwalior already graduates approximately 25,000 engineering students each year, which officials cited as a factor supporting the skilled workforce the zone will require.
Both the central government and the Madhya Pradesh state government said they are prepared to provide investors with the support needed to set up manufacturing units at the site. The Agra–Gwalior High-Speed Corridor is also under development, which is expected to improve logistics and connectivity for the zone.
